SKY SET-UP: How did the Special State Prosecutor’s Office use the same messages in investigations of cigarette smuggling and cocaine trafficking in the case of Aleksandar Mijajlović?

Three indictments for two different criminal offences - yet the same messages on the same dates! How is that possible?

An analysis of the materials used by the prosecution to indict Aleksandar Mijajlović for cigarette smuggling and later for narcotics trafficking suggests that special prosecutors unlawfully manipulated SKY material and inserted messages of identical content, delivered by Europol, as alleged evidence in multiple separate investigations.

The investigative team of Television E, by comparing three different prosecutorial acts, identified at least twelve sentences in the messages that are identical across different indictments and investigation orders.

„THE MAGIC NUMBER 12“

This is allegedly a communication exchanged over two days between fugitive police officer Ljubo Milović and then undercover agent Petar Lazović. And it appears in two cases - planning cocaine trafficking from Ecuador, but also planning cigarette smuggling from the same country.

MULTIPLE MANIPULATIONS OF THE SAME MESSAGES

These exact messages were included by state prosecutor Miroslav Turković on 10 June last year in the indictment against Aleksandar Mijajlović and seven other individuals for cigarette smuggling. Not once, but twice - the same messages are quoted on page 114 and again on page 160.

And that is not all: the same 12 sentences were used in the investigation against Radoje Zvicer, Vuk Vojinović, Petar Lazović, Aleksandar Mijajlović and seven other individuals for a different criminal offence - cocaine trafficking. Only the page number changed, in that indictment the messages appear on page 20.

 In the order to conduct the investigation, signed by special prosecutors Ivan Medojević, Jovan Vukotić and Maja Janković, there is no explanation as to how it is possible that the same messages, on the same days and in the same year, were allegedly exchanged by Ljubo Milović and Petar Lazović both for cocaine trafficking and for cigarette smuggling.

These facts raise suspicion that someone within the Special Police Department or the Special State Prosecutor’s Office unlawfully inserted the SKY messages.

Apart from minor typographical differences, the same messages appear in the indictment for cigarette smuggling dated 10 June 2025, in the order to conduct an investigation into cocaine smuggling dated 5 December 2022, and in a criminal complaint dated 31 July 2022.

All of this appears to have been accompanied by alterations to data from the Europol Intelligence Document sent on 16 July 2021 to Predrag Šuković, head of the Special Police Department.

WHO „ALTERED“ THE EUROPOL DOCUMENT?

The Europol document reviewed by the ETV investigative team does not mention Aleksandar Mijajlović anywhere, nor does the nickname „Aco“ appear in the available documentation.

A crucial detail - how this nickname suddenly appears in investigation orders and later in indictments - did not interest the judges of the High Court who confirmed the indictments of the Special Prosecutor’s Office.

According to the indictment and the investigation order, Aleksandar Mijajlović allegedly joined the exchange of messages with Petar Lazović regarding cigarette smuggling from Ecuador, allegedly using an encrypted phone and the code 50IQOW.

According to special prosecutor Turković, Petar Lazović then relayed 18 messages from Ljubo Milović’s communication from the previous day and attempted to determine whether the person is hidden behind the code 50IQOW.

- I am - Lazović’s interlocutor replied briefly.

WHEN „MIKI“ BECOMES „ACO“

The indictment records only one short message allegedly confirming Aleksandar Mijajlović’s presence on the network.

Across 403 pages of the indictment, there is no further communication by Mijajlović, allegedly hidden behind the code 5OIQOW, with either Petar Lazović or Ljubo Milović.

Moreover, Europol does not mention Aleksandar Mijajlović anywhere, nor does the nickname „Aco“ appear. On the contrary, it mentions a user who uses two nicknames: „Miki“ and „New Miki“. There is no explanation as to how the nickname „Aco“ ended up in the prosecutorial files.

These important details, these fundamental questions about the work of the prosecution, did not concern the judges of the High Court, nor the judges of the Supreme Court who extended Mijajlović’s detention before the New Year.

Or perhaps no one, not even the judges of the High Court and the Supreme Court, read the indictment carefully. Had anyone seriously reviewed the prosecutorial acts, the key contradictions would have been obvious.

WHO INVENTED THE STORY OF CIGARETTE SMUGGLING FROM ECUADOR?

Either the Europol document was not read, or it was not provided by the SSPO to the judges. Thus, in section 3.36, titled „Cocaine Smuggling from Ecuador“, the essence of the SKY conversation allegedly conducted by Ljubo Milović and Petar Lazović is explained.

- On 30 November 2020, Ljubo Milović (SKY 5S7GLO) asked SKY user DN3GOV Petar Lazović whether he had anyone with access to any port, as he could send a shipment from Ecuador to any port. Lazović asked whether the drug packages could be unloaded safely. Milović replied that he currently operates only in Rotterdam, and that previously he had operated in Istanbul, Hamburg and Antwerp - states the accompanying Europol document related to the allegedly exchanged messages.

One does not need to be an expert to conclude: it is not possible that messages allegedly exchanged prior to the realization of a cocaine-smuggling operation are repeated verbatim in messages supposedly preparing cigarette smuggling. And from Ecuador, specifically from the port of Guayaquil, from which cigarette smuggling has not been recorded to date.

A comparative analysis of multiple prosecutorial documents calls into question the validity of the work of special prosecutors, the credibility of the indictments, and warns of the existence of reasonable suspicion that Europol data were used inaccurately and thus unlawfully. Whether there was also an abuse of official position is something that should be examined by the leadership of the Special State Prosecutor’s Office, headed by Vladimir Novović.

If the Chief Special Prosecutor remains silent, as occurred in the case of message manipulation uncovered by the legal team of attorney Ante Nobilo during the trial of Milivoje Katnić, Zoran Lazović and Saša Čađenović, then the Prosecutorial Council should react.

In the reports that Television E will broadcast, and that the ETV Portal will publish in the coming days, additional manipulations of SKY documents sent by Europol will be precisely documented.
